§ 6-3. Permitting public nuisance.

  • (a)

    No person who owns, harbors or keeps a domestic animal shall permit such animal to create a public nuisance as defined in section 6-2.

    (b)

    No person who owns, harbors, keeps or walks any domestic animal to discharge said animals excreta on any public or private property, other than the property of the owner of the animal, if such person does not immediately remove and clean up such animals excreta from the public or private property.

    (c)

    Any person who owns, harbors, or keeps any domestic animal in an outside area shall keep such area clean and sanitary and free from refuge and decaying food. Such animal areas shall be cleaned, at least every 72 hours, and all refuge collected shall be kept in an air tight container until disposed of. If such animals' area is not maintained in such condition or if such area causes obnoxious odors, it shall constitute a public nuisance.
