§ 1-12. Certain ordinances not affected by Code.

  • Nothing in this Code or the ordinance adopting this Code shall affect any ordinance:

    (1)

    Promising or guaranteeing the payment of money for the city, authorizing the issuance of any bonds of the city or any evidence of the city's indebtedness, or any contract or obligations assumed by the city;

    (2)

    Granting any right or franchise;

    (3)

    Dedicating, naming, establishing, locating, relocating, opening, paving, widening, vacating, etc., any street or public way in the city;

    (4)

    Making any appropriation;

    (5)

    Establishing or prescribing grades in the city;

    (6)

    Providing for local improvements and assessing taxes therefor;

    (7)

    Dedicating or accepting any plat or subdivision in the city or otherwise relating to subdivisions;

    (8)

    Extending or contracting the boundaries of the city;

    (9)

    Prescribing the number, classification benefits, or compensation of any city officers or employees, not inconsistent with this Code;

    (10)

    Accepting gifts and dedications of real estate;

    (11)

    Accepting, releasing, or abandoning easements;

    (12)

    Relating to the rezoning of specific named property;

    (13)

    Relating to improvement location permits;

    (14)

    Establishing or amending a comprehensive plan;

    (15)

    Establishing or amending a thoroughfare plan;

    (16)

    Providing traffic or parking restrictions for specific locations;

    (17)

    Relating to taxation, not inconsistent with this Code;

    (18)

    Relating to social security;

    (19)

    Consistent with this Code establishing or continuing any fund;

    (20)

    Relating to fire protection furnished by the city;

    (21)

    Which is temporary, although general in effect;

    (22)

    Which is special, although permanent in effect;

    (23)

    The purpose of which has been accomplished.

    All such ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out at length in this Code. Such ordinances are on file in the clerk-treasurer's office.
