The provisions and requirements of this article shall apply to all extensions, alterations,
changes or additions, or other work to be made or done in plumbing in all buildings,
except as otherwise provided in this article, and to the execution of all classes
of work usually performed by plumbers. No one shall perform such work for the general
public unless registered under the provisions of this article.
